According to the results of the Duma elections, United Russia received 349 mandates, the Communist Party of the Russian Federation (CPRF) – 37, the Liberal Democratic Party of Russia (LDPR) – 23, New People – 19, A Just Russia – 17, Rodina – 1, and four independent candidates, Pamfilova reported.
In Moscow, at every 19th polling station after the elections, voting results were rewritten. At least 77 polling stations in Moscow (out of 1,443) altered vote counting protocols, electoral analyst Ivan Shukshin told Agency. In some cases, changes were made to protocols that had previously been falsified in favor of United Russia, another electoral expert, Roman Udot, commented on the situation. Details. At least 182 protocols were amended after the elections, Shukshin told Agency. However, only 77 of these changes affected the lower portion of the protocols containing the voting results at the polling stations, the analyst added. Shukshin believes the actual number of amended protocols may be higher. Some changes to the GAS Elections system could be made in such a way that they would be untraceable later, the analyst explained. In some cases, the results shift in favor of United Russia, according to a post by Shukshin published on Tuesday evening. At polling station 2700, before the change, New People had received the most votes—29.5%, followed by the Communist Party of the Russian Federation (CPRF) with 28.2%, and United Russia with 21.5%, the analyst wrote. After the protocol changes, United Russia's result was 86.8%, the CPRF with 2.5%, and New People with 2%. But there are also counterexamples, Shukshin told Agency. At polling station 2859, United Russia initially received 549 votes (90%), while the Communist Party of the Russian Federation received 4 votes (0.66%). In the updated protocol, United Russia retained 275 votes (45.08%), while the Communist Party received 274 (44.92%). The number of invalid ballots increased from zero to four. At polling stations 2639, 2650, and 2663 in Moscow's Mozhaisk district, according to a repeat protocol signed Monday evening by the territorial election commission, United Russia lost 1,000 votes, while the Communist Party of the Russian Federation (CPRF) and A Just Russia (SR) each gained 500 votes, the local Telegram channel "For Mozhaisk! Mozhaisk District" reported. This is an attempt to "de-falsify" the results already changed in favor of United Russia, Udot wrote to the Agency. According to his assessment, during the initial falsification, so many votes were added to United Russia that A Just Russia fell below the threshold, after which some votes had to be redistributed. "A special operation is currently underway. It's not just happening at one polling station. The data is being cleaned so that A Just Russia gets into the State Duma," the expert wrote to the Agency. Udot explains the simultaneous return of votes from the Socialist Revolutionaries and the Communist Party of the Russian Federation by the fact that it's impossible to determine how many votes were originally taken from each party. "Nobody kept track of how many were stolen, and they had to be returned, so they acted in a primitive manner," the expert said. Furthermore, according to Udot, ignoring the Communists when rewriting already falsified protocols is impossible, given that they finished second in the elections. "If we didn't include [the Communist Party] at all, that would be nonsense. So they added, well, a little bit. Adding the same number of votes for the Communist Party as A Just Russia—that's just a little bit," he said. Context. On the morning of September 21, after 95.18% of the votes had been processed, A Just Russia had received 4.96% of the votes and failed to clear the 5% threshold. After 96.95% of the votes had been processed, the party's result reached 5%. Experts believe that fraud helped improve the Just Russia party's results. According to Udot, there is reason to believe that the Just Russia party should not have entered the State Duma, and that the bulk of votes were taken from the Communist Party of the Russian Federation and New People. Andreychuk also spoke about the sharp surge in votes for the Just Russia party. Subscribe to "Agency" on Telegram / email newsletter

All parties participating in the elections retained their parliamentary privileges. Yabloko and the Direct Democracy Party (PDD; also known as the Tank Party) were able to get their lists into the legislative assemblies of the Novgorod Region and the Jewish Autonomous Region, respectively. Rodina, which failed its regional campaign (its lists did not make it into any legislative assembly, including the Tambov Regional Duma, where it had a faction), also retained its parliamentary privileges. The party still has Andrei Ruzhnikov, a member of parliament on its party list, in the assembly of the Nenets Autonomous Okrug. He was elected in 2023. Retaining the parliamentary privilege for Yabloko was most likely an unspoken condition for them to be outraged about their exclusion from the State Duma elections, but "within the bounds of decency," says Yevgeny Minchenko, head of Minchenko Consulting. So-called smart voting has eliminated opposition candidates from the race for Duma seats in several constituencies during the State Duma elections, Nezygar has discovered. Yabloko was the hardest-hit party in the September 20 State Duma elections: first, the Supreme Court ruled to disqualify its list, followed by 27 candidates in single-mandate constituencies. Despite this, candidates from the party were present in 100 constituencies. Yulia Navalnaya, who is listed as an extremist and terrorist by Rosfinmonitoring, and foreign agent Maxim Katz called for voting for 81 Yabloko candidates in constituencies as part of so-called smart voting. "Thanks to" these recommendations, Yabloko members in several constituencies acted as spoilers for United Russia candidates and deprived representatives of other parties who were genuinely vying for seats. The most striking example of such "spoiling" could be observed in the Cherepovets single-mandate constituency of the Vologda region, where Svetlana Gracheva, head of the Kaduy district, nominated by United Russia, beat Alexander Morozov, a member of the Legislative Assembly from the Communist Party of the Russian Federation, by just 1%. Gracheva received 25.42% of the vote, while Morozov received 24.39%. Navalnaya and Katz called for voting in this district for Vladimir Nikolaev, a Yabloko member, who ultimately received 5.99%. If not for the so-called smart voting, the United Russia candidate would most likely have lost to the Communist Party in the Cherepovets district. In the Vologda single-mandate constituency, Sergei Selyanin, former head of the Totemsky district, won with 34.16%. Communist Party of the Russian Federation (CPRF) deputy Oleg Ershov received 17.64% of the vote, while Yabloko candidate Nikolai Egorov, favored by Navalnaya and Katz, received 6.39%. Had they recommended voting for the Communist, the outcome in this district could have been completely different. Similar cases of protest votes being effectively siphoned off in favor of United Russia were recorded in the Barabinsky district of Novosibirsk Oblast, the South-Eastern district of St. Petersburg, and the Rostov district of Yaroslavl Oblast. In these districts, Yabloko members, following "smart voting" recommendations, received between 5.95% and 8.53% of the vote. Additional list of State Duma candidates with criminal records. In the Moscow single-mandate constituency agreed upon in Tatarstan, Ruslan Yusupov, a member of the republic's parliament, wins for the Liberal Democratic Party of Russia (LDPR). He has a history of convictions for abuse of power, robbery, and theft. All convictions were expunged in 2000. To ensure Yusupov's election, Alexei Grushin, a United Russia member and deputy general director of JSC Khimgrad, withdrew from the constituency in July in his favor. The withdrawal was technical: Grushin simply failed to submit the necessary documents. After 100% of the ballots were processed, Yusupov received 51.77% of the vote.

How A Just Russia achieved a historically low percentage of votes in the elections
In the first Russian parliamentary elections since the invasion of Ukraine, the ruling United Russia party secured a landslide victory, winning more than three-quarters of the seats. President Putin may have appealed to the public by saying, "The people strongly support the government and the invasion."
Putin's Party Kept Its Grip On Russia's Parliament. The Wartime Vote Shut Out Most Opposition Candidates.. • Voting extended into Russian-occupied areas of Ukraine as Moscow faced its largest drone attack of the war on the final day of balloting.
In the remote voting, New People beat the Communist Party of the Russian Federation and the Liberal Democratic Party of Russia.
Ella Pamfilova reported that 36,850 ballots in 12 constituent entities of the Russian Federation were declared invalid in the recent elections. According to her, two cases of ballot stuffing were recorded. There were no cases of non-recognition of election results at polling stations. The Kremlin is losing its "second leg" following the State Duma elections. According to the latest data, A Just Russia will fail to clear the 5% threshold in the State Duma elections. This effectively marks the end of the political project that was created in the 2000s as a "second leg of power." This will allow United Russia to significantly increase its presence in the new Duma. An Agency source claims that Sergei Kiriyenko, the current curator of the Kremlin's domestic policy, opposed retaining A Just Russia in the new State Duma. Details. With 92.84% of the votes processed, United Russia has 57.84%. The Communist Party of the Russian Federation (CPRF) is second with 13.82%. The Liberal Democratic Party (LDPR) is next with 8.93%, followed by New People with 7.97%. A Just Russia has 4.96%. Just taking into account its results on the party lists, United Russia can count on 130 seats in the State Duma; according to the Central Election Commission, United Russia will receive another 208 seats in single-mandate constituencies. The seats that A Just Russia would have won on the party lists will be distributed proportionally among the other parties, electoral expert Stanislav Andreychuk told Agency. Votes cast for other parties that did not pass the 5% threshold will be redistributed in the same manner. In total, the parties that failed to pass the Duma threshold (including A Just Russia) garnered around 10%. This means that approximately 22-23 of the 225 seats allocated by party lists will be redistributed among the parties that made it into parliament. This means that United Russia can expect to win over 350 seats in the new Duma, compared to 324 seats in the 2021 elections. Judging by the results of the party list and single-mandate constituency votes, the Communist Party of the Russian Federation (CPRF) will have significantly fewer seats in these elections, while New People and the Liberal Democratic Party (LDPR) will have several more. Five Communists, four Socialist Revolutionaries (SRs) and independents, two LDPR representatives, and one candidate from the Rodina party are running for the State Duma in single-mandate constituencies. "Second Leg." A Just Russia emerged in 2006 from the merger of Rodina, the Pensioners' Party, and the Party of Life as a second party of power. The Kremlin hoped to create on the left flank what Vladislav Surkov, then the Kremlin's domestic policy supervisor, called a "second leg": "Society doesn't have a 'second leg' to step onto when the first one goes numb." The party also had a more utilitarian goal: to steal votes from the Communist Party of the Russian Federation. The party was led by Sergei Mironov, then Speaker of the Federation Council, who owed his federal career to his acquaintance with Vladimir Putin in the 1990s. In the first elections in 2007, SR received 7.74%, in 2011 – 13.25%, in 2016 – 6.22%, and in 2021 – 7.46%. A source close to the Kremlin previously told Agency that Deputy Chief of Staff of the Presidential Administration Sergei Kiriyenko did not want A Just Russia to be represented in the new State Duma. Sovereign Revolutionary Party leader Sergei Mironov made no public appearances during the final month of the election campaign. His last public appearance was on August 21 in the Altai Krai. He then appeared for the first time in a video posted on social media on Friday (more details here). What does this mean? Eliminating the "second leg" will help the Kremlin demonstrate a more serious "consolidation" of society around the war than if the party remained in place. More on this here. What is this event about?
Parliamentary elections are scheduled to be held in Russia on September 20, 2026.
This market will resolve according to the political party that receives the second greatest number of votes on the federal party-list ballot in the federal city of Moscow in the 2026 Russian State Duma election.
The named parties will be primarily ranked by the number of valid votes received on the federal party-list ballot within the federal city of Moscow. If two or more parties are tied on votes, ties will be broken by alphabetical order of the listed party abbreviations. This market will resolve to the party that occupies the second finishing position after applying this ranking.
Votes will be counted only where the official results attribute them to the named party. Votes attributed to another party or electoral designation will not count, regardless of electoral cooperation, endorsements, coalition agreements, or subsequent parliamentary-group arrangements. If a named party formally merges into a successor party before the election and does not contest separately, votes officially attributed to that successor party will count.
If the results of this election are not definitively known by September 30, 2027, 11:59 PM ET, this market will resolve to “Other”.
This market will resolve based on the results of this election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results reported by Russian government sources such as the Central Election Commission of the Russian Federation.
