The first meeting of the new State Duma could take place on September 30, Vedomosti sources reported. The authorities are currently holding consultations: traditionally, committees are distributed as part of a so-called package agreement between factions. Approximately half go to United Russia, regardless of the number of seats it receives. In recent convocations, it has had a constitutional majority, i.e., two-thirds of the seats. The remaining committees are divided between factions based on the number of deputies in each faction. In the 8th convocation, United Russia had 17 committees, the Communist Party of the Russian Federation (CPRF) had 5, A Just Russia and the Liberal Democratic Party of Russia had 4 each, and New People had 2. If the parity principle remains in the new convocation, the number of committees among the opposition factions should be redistributed: the Communist Party of the Russian Federation and A Just Russia may have fewer, New People may have more, and the Liberal Democratic Party of Russia will remain unchanged. Ksenia Goryacheva, a deputy and the author of several initiatives to strengthen gender equality, did not make it to the State Duma following the elections, a source told Vedomosti. She confirmed this information. She ran for the State Duma – for the second time – as a member of the New People party. Perhaps next year she will try to get elected from the New People party to one of the regional parliaments, the source says. [in reply to: The Central Election Commission has released preliminary election results. Currently, United Russia will have the largest faction; they could receive 355 mandates. The Communists have only 40 deputies in their faction. The LDPR has 25, and the NL has 20. The SR party does not qualify for the State Duma, but not all the protocols have been counted. An electoral analyst reported the sudden appearance of 60,000 votes for "A Just Russia" in the Central Election Commission's system. During the vote count on Monday afternoon, approximately 60,000 votes for "A Just Russia" appeared in the Central Election Commission's system in an hour, noted electoral analyst Stanislav Andreychuk. These votes, according to him, moved the party from not qualifying for the lower house to qualifying. Details. If this data were plotted on a graph, it would show a sharp surge in the number of votes, the expert explained on Carnegie Politika. Quote. "This, of course, was a decision that had nothing to do with how it all actually happened. "It's just one phone call, a decision is made, the numbers are immediately rewritten, and that's it," the analyst believes. The sharp surge in votes for A Just Russia was previously noted by an electoral expert who spoke anonymously to the Telegram channel "Elections in Detail," which monitors the voting process. He explained that adding such a number of votes would mean the existence of polling stations where A Just Russia received an average of 14.5%, the Communist Party of the Russian Federation 4.5%, and New People 3.1%. Context. In the first half of the day, the vote count showed that A Just Russia had not overcome the 5% threshold required to enter the State Duma. When 95.18% of the protocols were counted, the party received 4.96% of the vote. However, after 96.95% of the votes had been counted, SR received 5%. After 97.37% of the protocols had been counted, SR received 5.1% of the votes. A Just Russia emerged in 2006 as a result of the merger of Rodina, the Pensioners' Party, and the Party of Life as the second party in power. The Kremlin hoped to create on the left flank what Vladislav Surkov, then curator of domestic policy in the Kremlin, called a "second leg." The party also had a more utilitarian goal - to take votes away from the Communist Party of the Russian Federation. Read more about this here. Subscribe to "Agency" on Telegram / mailing list

FWD from CHADAEV: About United Russia's electoral triumph. Official propaganda and commentators will talk about consolidation around the flag. Anti-regime propaganda and commentators will talk about how they were slapped together/crushed, and how the regime has further narrowed the space for electoral democracy. Bloggers will grumble and agree that it was more important for the leadership to convincingly demonstrate unity and support than any freedoms, sentiments, and permitted discontent. The icing on the cake is Veliky Novgorod, which has cemented its status as the capital of Russian democracy – here, even Yabloko got into the local legislative assembly. And then there's A Just Russia, hanging on by the flag – the main intrigue. It's important to understand this. Whatever the highest authorities want, the result is determined not only and not so much by their will, but by the collective self-organization of the lower-level leadership. At the top, this is a few dozen people, at the bottom – a couple of million. And they did what they did, and this is important to understand – what drove and drives them, how and why United Russia's electoral rating of around 37% translates into a result of 58% on party lists and almost 100% in districts, with an overall result of approximately 75% in the Duma. As I already wrote, the very name "United Russia" actually contains a certain... protest. A protest against the idea of dividing society into parties and organizing an electoral race between them. The antonym here is a divided Russia. This doesn't mean that people generally don't want to differentiate and demarcate; but they don't want to do so specifically along "party" lines, preferring others – regional, for example. And from the point of view of any governor, to increase their regional representation in Moscow, you need as many votes as possible for one party, so that there are more deputies from your region than from the neighboring one. But which one? It's clear what kind. I foresee despondency that will plunge even the loyal and patriotic blogging community – everything has been concreted down again, and we so wanted more space for freedom, but they won't give it to us. And threatening shouts – are you crazy, we're at war, we need to unite, hold on tight, and not give our enemies even a reason to think that someone here and there is something going on here. So we've already united, right? But we want to reserve the right to a dissenting opinion in certain cases. A small privilege, but a significant one. This doesn't even affect decisions – decisions will be made with even greater monochromaticity than in the last cycle. This is solely about space for expression. It has been preserved, and for some, it has even expanded. And that's good.

If there is ambiguity, this market will resolve based solely on the official results reported by Russian government sources such as the Central Election Commission of the Russian Federation. Note: If a listed party contests the election as part of a jointly listed coalition with one or more parties not listed in this market, the market corresponding to the listed party will represent the coalition and will count all seats won by the coalition collectively. If two or more listed parties contest the election as a jointly listed coalition, with or without additional parties not listed in this market, the market corresponding to the party within that coalition that won the most seats in the previous election will represent the coalition and will count all seats won by the coalition collectively. If such a coalition dissolves, each market will again represent its respective party individually.
