The decline of United Russia's results in Chechnya demonstrates the enormous role Kadyrov himself plays in the region's political structure. He can manipulate election results if he chooses, while United Russia receives the necessary percentage of the vote nationwide largely thanks to electoral "sultanates," which the Chechen Republic has always been. The ruling party clearly has no interest in losing such an "ally."
